So, you can buy and sell property in Javea without having to move boundary walls if (1) the infrastructure around the plot meets town hall General Plan specifications or (2) If you do not wish for a large building works permit - there are two types of building permits: small and large works permits.
Now let's say you fall in love with a property that is in an older area with narrow roads and you're thinking about extending the property or building a pool....
And when your lawyer looks at the General Plan of Javea (projected town planning file), he will see that the infrastructure around that property doesn't meet certain requirements and the town hall will obligate you to move the boundary walls, tarmac and possibly install sidewalks and street lights - so, basically build that plot's portion of the infrastructure.
In some cases, it is on one side of the plot, in other cases it can be on two or three sides....Sometimes, you can negotiate with the town hall but it takes time and effort.
So, what's the work-around? It's to either break up the building works into small lots: instead of ordering a large works license from the town hall you order 3 small works licenses as you need them / finish each section of the job in hand. This depends though on what type of job/extension is projected though - because a pool is automatically a large works license.
And the work-around for this instance is to build an above ground pool.
Therefore, in the eyes of Javea town hall it is a 'non-permanent building' and no building licenses are required - therefore no boundary walls have to be moved or infrastructure built.
