In 1970, the building was officially handed over to the Executive Office of the Council of Ministers of the Estonian SSR. The Executive Office of the Council of Ministers used the building to accommodate foreign guests. Notable guests included:
The Shah of Iran, Mohammad Reza Pahlavi (1972), Indian Prime Minister Indira Gandhi (1982), &
the General Secretary of the CPSU Central Committee Mikhail Gorbachev (1987)
